The site combed through the movies which didn’t receive any “Fresh” ratings from critics and found the one with the most critics chiming in. That movie, with 116 “Rotten” ratings, is the 2002 Antonio Banderas and Lucy Liu film Ballistic: Ecks vs. Sever.
