This is due partially to the fact that the entire 70 Series of Land Cruiser models isn’t available in the USA. Resurrection Land Cruisers gets around that by mating the 79 Series body to a U.S.-legal 1993 FZJ80 chassis and a Cummins R2.8 engine.
