That’s what YouTuber The Q did in what looks like a project that was thought up while it was happening. He cuts and bends the PVC, assembles the pieces, and then attaches the fabric to make articulating wings that expand and move with his arms. Clearly not suited for aerial leaps or gliding, at least he’s about 75% towards one seriously bitchin’ Halloween costume.
